MMMCC - A Future For All

High-level leadership of the National Unity Government (NUG), led by Vice President Duwa Lashi La and key Union Ministers, convened an inaugural official bilateral meeting with representatives of the Muslim of Myanmar Multi-Ethnic Consultative Committee (MMMCC) on Saturday, June 19, 2021.

The NUG delegation included Vice President Duwa Lashi La, Union Minister of Foreign Affairs Daw Zin Mar Aung, Union Minister of Education and Health Dr. Zaw Wai Soe, Union Minister of Women, Youth and Children’s Affairs Naw Susanna Hla Hla Soe, Union Minister of International Cooperation Dr. Sasa, and Union Minister of Human Rights U Aung Myo Min.

Opening the session, Vice President Duwa Lashi La expressed his trust in MMMCC's active involvement in the revolution and reaffirmed NUG's commitment to strategic cooperation. Attending ministers emphasized their shared determination to eradicate military dictatorship, rebuild inter-community trust, discard outdated prejudices, and construct a new federal democratic union.

Key Agenda Items & Proposals Submitted by MMMCC Representatives:
Repeal of the 1982 Citizenship Law: MMMCC welcomed the NUG's policy position on the Rohingya and its stance to repeal the 1982 Citizenship Law, highlighting that the law systematically disenfranchised not only Rohingya people but also other minority ethnic groups such as the Lisu and specific Chin sub-groups.

Rohingya Rights & Historical Recognition: Representatives urged the NUG to officially recognize the genocide committed against the Rohingya, restore their pre-1962 official ethnic status as documented in state gazettes, and guarantee their representation in drafting the future constitution.

Dignified Repatriation & Accountability: Delegates stressed that dignified and safe repatriation of refugees remains paramount, reaffirming full cooperation with the NUG in international justice mechanisms (ICC/ICJ).

Diplomatic Recognition Campaigns: MMMCC briefed the NUG on its ongoing diplomatic advocacy encouraging official recognition of the NUG as the legitimate government of Myanmar, particularly targeting Turkey, Australia, Bangladesh, Malaysia, and Indonesia.

Representation in NUCC & Constitutional Drafting: MMMCC requested two representative seats on the National Unity Consultative Council (NUCC) to ensure Muslim voices are directly heard, while also advocating for the inclusion of Muslim and Rohingya legal experts in future constitutional drafting committees.

Legislation Against Hate Speech & Derogatory Terms: Drawing parallels to legal bans on racial slurs in Western nations, MMMCC urged the NUG to enact formal legal prohibitions against derogatory racial slurs historically used to dehumanize Myanmar Muslims and Rohingya.

In response, Union Minister Dr. Zaw Wai Soe affirmed that recommendations from the meeting would be submitted to the NUG Cabinet to establish ministry-specific follow-up consultations and maintain regular engagements with the MMMCC.

အဆိုပါ ဆွေးနွေးပွဲသို့ NUG ဘက်မှ ဒုတိယသမ္မတကြီး ဒူဝါလရှီလ၊ နိုင်ငံခြားရေးဝန်ကြီး ဒေါ်ဇင်မာအောင်၊ ပညာရေးနှင့် ကျန်းမာရေးဝန်ကြီး ဒေါက်တာဇော်ဝေစိုး၊ အမျိုးသမီး၊ လူငယ်နှင့် ကလေးသူငယ်ရေးရာဝန်ကြီး နော်ဆူစန်နာလှလှစိုး၊ အပြည်ပြည်ဆိုင်ရာ ပူးပေါင်းဆောင်ရွက်ရေးဝန်ကြီး ဒေါက်တာဆာဆာ၊ လူ့အခွင့်အရေးဆိုင်ရာဝန်ကြီး ဦးအောင်မျိုးမင်းတို့ တက်ရောက်ခဲ့ကြပြီး၊ MMMCC ဘက်မှ ကိုယ်စားလှယ်များ တက်ရောက်ဆွေးနွေးခဲ့ကြသည်။

အစည်းအဝေးတွင် ဒုသမ္မတကြီး ဒူဝါလရှီလက အဖွင့်အမှာစကား ပြောကြားရာ၌ တော်လှန်ရေးတွင် MMMCC အနေဖြင့် တက်ကြွစွာ ပါဝင်လာမည်ကို ယုံကြည်ကြောင်းနှင့် ပူးပေါင်းဆောင်ရွက်သွားမည်ဖြစ်ကြောင်း ပြောကြားခဲ့သည်။ ထို့နောက် တက်ရောက်လာသည့် ဝန်ကြီးများက ဘုံရန်သူဖြစ်သော စစ်အာဏာရှင်စနစ်ကို ညီညွတ်စွာ တိုက်ဖျက်သွားမည်ဖြစ်ကြောင်း၊ အသိုင်းအဝိုင်းများအကြား ယုံကြည်မှု တည်ဆောက်ကာ အတွေးအခေါ်သစ်များဖြင့် ဖက်ဒရယ်ဒီမိုကရေစီ နိုင်ငံတော်သစ်ကို တည်ဆောက်သွားမည်ဖြစ်ကြောင်း အသီးသီး ပြောကြားခဲ့ကြသည်။

၁၉၈၂ နိုင်ငံသားဥပဒေ ပယ်ဖျက်ရေးနှင့် မူဝါဒ - NUG ၏ ရိုဟင်ဂျာမူဝါဒ ထုတ်ပြန်ချက်နှင့် ၁၉၈၂ နိုင်ငံသားဥပဒေ ပယ်ဖျက်မည်ဆိုသည့် ရပ်တည်ချက်ကို ကြိုဆိုကြောင်း၊ အဆိုပါ ဥပဒေကြောင့် ရိုဟင်ဂျာများ သာမက လီဆူးနှင့် ချင်းတိုင်းရင်းသား အုပ်စုငယ်များ အပါအဝင် အခြားသော လူနည်းစုများပါ နစ်နာခဲ့ရကြောင်း တင်ပြခဲ့သည်။

ရိုဟင်ဂျာအရေးနှင့် သမိုင်းဆိုင်ရာ ရပိုင်ခွင့်များ - ရိုဟင်ဂျာများအပေါ် ကျူးလွန်ခဲ့သည့် လူမျိုးတုန်းသတ်ဖြတ်မှု (Genocide) ကို NUG ဘက်မှ တရားဝင် အသိအမှတ်ပြုပေးရန်၊ ရိုဟင်ဂျာသည် ဦးနေဝင်း ခေတ်မတိုင်မီကတည်းက တိုင်းရင်းသားအဖြစ် ပြန်တမ်းဝင် ခဲ့ဖူးသဖြင့် မူလအခွင့်အရေးများကို ပြန်လည်ပေးအပ်ရန်နှင့် အနာဂတ် ဖွဲ့စည်းပုံအခြေခံဥပဒေ ရေးဆွဲရေးတွင် ပါဝင်ခွင့်ပြုရန် တောင်းဆိုခဲ့သည်။

ဒုက္ခသည်များ စနစ်တကျ ပြန်လည်လက်ခံရေးနှင့် တရားမျှတမှု ဖော်ဆောင်ရေး - ဒုက္ခသည်များ သိက္ခာရှိစွာ နေရပ်ပြန်နိုင်ရေးသည် အဓိကဖြစ်ပြီး၊ စစ်အာဏာရှင်များကို ICC နှင့် ICJ တို့တွင် အရေးယူနိုင်ရေး NUG နှင့် အပြည့်အဝ ပူးပေါင်းဆောင်ရွက်နေကြောင်း ပြောကြားခဲ့သည်။

သံတမန်ရေးရာ စည်းရုံးလှုံ့ဆော်မှု (Diplomatic Lobbying) - NUG ကို တရားဝင် အစိုးရအဖြစ် အသိအမှတ်ပြုရေးအတွက် တူရကီ၊ ဩစတြေးလျ၊ ဘင်္ဂလားဒေ့ရှ်၊ မလေးရှားနှင့် အင်ဒိုနီးရှား အစိုးရများကို MMMCC မှ အဓိကထား၍ သံတမန်ရေးရာ စည်းရုံးမှုများ စတင်ဆောင်ရွက်နေကြောင်း အသိပေးခဲ့သည်။

NUCC နှင့် ဖွဲ့စည်းပုံ ရေးဆွဲရေးတွင် ပါဝင်ခွင့် - အမျိုးသားညီညွတ်ရေး အတိုင်ပင်ခံကော်မတီ (NUCC) တွင် မွတ်စလင် လူထု၏ အသံကို တိုက်ရိုက် ကြားသိနိုင်ရန် MMMCC မှ ကိုယ်စားလှယ် (၂) ဦး ပါဝင်ခွင့်ပြုရန်နှင့် အနာဂတ် ဖွဲ့စည်းပုံအခြေခံဥပဒေ ရေးဆွဲရေးအဖွဲ့တွင် မွတ်စလင်နှင့် ရိုဟင်ဂျာ ဥပဒေပညာရှင်များ ပါဝင်ခွင့်ပြုရန် တောင်းဆိုခဲ့သည်။

အမုန်းစကားနှင့် ခွဲခြားဆက်ဆံမှု ဥပဒေဖြင့် တားမြစ်ရေး - နိုင်ငံအတွင်း မွတ်စလင်များအပေါ် "ကုလား" သို့မဟုတ် "ခိုးဝင်ဘင်္ဂါလီ" ဟု ခွဲခြားနှိမ့်ချ ခေါ်ဆိုမှုများကို ဂျာမနီနှင့် အမေရိကန်တို့တွင် ခွဲခြားဆက်ဆံသည့် ဝေါဟာရများကို တားမြစ်သကဲ့သို့ NUG အနေဖြင့် ဥပဒေထုတ်ပြန်၍ တားမြစ်ပေးရန် တောင်းဆိုခဲ့သည်။
